Yes Windows can activate without it in the BIOS but that will be a retail activation which must be done online and you are only permitted to do this activation a limited number of times, I believe 3 is the limit. This means if you reinstalled Windows7 on your machine more than 3 times for some reason it will not activate and you will need to call Microsoft. OEM activation is offline and once you do it, your system will always be 100% genuine and pass validation always because Microsoft servers will think it is an OEM machine you bought from a company like dell etc. Most people prefer this offline method because we do not believe we should have to beg Microsoft to give us a product we already purchased, this is like you buying a car from neal & massy and asking them for permission every time you want to repaint it.
